Planning:

The scope of project planning involves setting project goals, identifying key milestones and appropriate relationships, and establishing priorities for the coordination of engineering, supply chain management (SCM), construction and commissioning (as applicable) activities based on the contract.

Active Line Consulting (ALC) specialists utilize Primavera P6 Software to develop the schedule including Critical Path. We have a proven and established process for schedule development, baselining, analysis, monitoring, and control.

The key to successful execution of a project begins with the development of an effective, efficient, and realistic plan.  ALC ensures that the project plan will be highly adaptable to changes and will meet both Clients’ goals and objectives.

Scheduling:

Here is the list of components and concepts to be considered for creating a project schedule:

  1. develop a Level 1 to 4 schedule with resource-loaded activities whenever is required.
  2. Indicate the float and allowances as per experience from similar projects and highlight potential problems and high-risk areas.
  3. Provide manpower histograms and curves (including the Planned, Actuals and forecast) for all phases and locations (engineering, procurement, and construction) and direct/indirect, discipline and trade according to the agreement with client.
  4. Provide the commodity histograms and curves (including the Planned, Actuals and forecast) as the basis for the Level 3/4, resource-loaded schedule.
  5. Establish the Progress and Value of Work Done (“VOWD”) histograms curves. including a) physical progress curves for the entire construction, (and pre-commissioning activities if it’s needed), based on the Level 3/4, resource-loaded schedule, b) further detailed procurement progress based on (for example): commitments, arrival at Project Site, and available for construction/erection (all according to client/contractor requirements).
  6. Provide an overview and describe methodology for measuring and monitoring actual progress against the progress curves and commit to include forecast (to complete) progress curves in the reporting system for every reporting cycle.

Progress Control:

ALC’s methodology for ensuring schedule adherence is obtained through a regular weekly/Bi-weekly/monthly review of the progress against the project baseline.  Deviation from the plan will be brought to the attention of project team. If the activity requires a corrective action plan, a path forward is determined in consultation with the client/contractor. 

Cost Control:

The project budget is established as the basis by which cost and performance is measured during the life of a project.

 

The Original Budget is a translation of the project estimate into a manageable format (which will be linked to the WBS structure) and serves as the baseline for all changes thereafter. The Original Budget will be developed or adjusted as the project progresses. It incorporates all Approved Scope Changes distributed against the Original Budget and serves to update the baseline to reflect the current Contract status against which cost and performance is measured.

 

The Current Budget is also developed as the project progresses. It further incorporates all Pending Changes submitted to the Owner but not yet approved as Change Orders distributed against the original budget. The budget for Pending Changes is reported in the Pending Changes column on the Cost Report Detail and serves to provide a more accurate assessment of the risk of change recovery and more realistic cost and performance targets for each account. The Pending Changes on an account may offset any projected cost overruns and can be used to assess the urgency of either getting pending changes approved or submitting requests for additional compensation.

Risk Management Process:

Before work commences, a formal risk / opportunity register will be developed. Each risk will have a mitigation plan developed which will be revisited monthly to adjust based on project progress / current site conditions.

The purpose of the Risk Register is to identify potential risks to the project either in cost or schedule, to personnel health and safety, and the environment. Assessment is made of the risk regarding the possibility of it occurring (very low to very high) and the resulting impact on cost, schedule, health or safety (high to low).

Evaluation of a risk is simply reviewing the step by step work activities, identify which steps present more risk and provide solutions or take adequate precautions to ensure that the risks are eliminated or minimized.
